Island Special Duty Allowance shall not be admissible during the periods of leave/training/tour etc. beyond full calendar month(s), in case, the employee is outside the Andaman & Nicobar Group of Islands and Islands of Union Territory of Lakshadweep. The allowance shall not be admissible during suspension and joining time, 4. Island Special Duty Allowance shall be admissible in addition to Hard Area Allowance, where admissible. In places where more than one Special Compensatory Allowances are admissible, the Central Government employees posted in such stations will have the option to choose the allowance which benefits them the most, i.e, Hard Area Allowance or one of the Special Compensatory Allowances subsumed under Tough Location Allowance Category-I, II and III. 5. The orders shall take effect from 1st July, 2017. 6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence. Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively. 7. In so far as the employees working In the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Soviet General Terentii Shtykov recommended the establishment of the Soviet Civil Authority in October 1945, and supported Kim Il-sung as chairman of the Provisional People's Committee for North Korea, established in February 1946. During the provisional government, Shtykov's chief accomplishment was a sweeping land reform program that broke North Korea's stratified class system. Landlords and Japanese collaborators fled to the South, where there was no land reform and sporadic unrest. Shtykov nationalized key industries and led the Soviet delegation to talks on the future of Korea in Moscow and Seoul. In September 1946, South Korean citizens had risen up against the Allied Military Government. In April 1948, an uprising of the Jeju islanders was violently crushed. The South declared its statehood in May 1948 and two months later the ardent anti-communist Syngman Rhee became its ruler. The Democratic People's Republic of Korea was established in the North on 9 September 1948. Shtykov served as the first Soviet Ambassador, while Kim Il-sung became Premier. Soviet forces withdrew from the North in 1948 and most American forces withdrew from the South the following year. Ambassador Shtykov suspected Rhee was planning to invade the North, and was sympathetic to Kim's goal of Korean unification under socialism. Why they form & how they pop. Through the long sweep of history, the bursting of asset bubbles has nearly always been traumatic. Social, political and economic upheavals have a bad habit of following asset bubbles, while wealth destruction is a guaranteed feature. Bubbles only used to happen once every generation or longer, because it took substantial time for the victims to forget the pain of the damage. But that’s changed in the new millennium. Less than ten years after the bursting of the dot-com bubble we saw the rise & bursting of the housing bubble. This is simply astounding and thoroughly unprecedented. More astonishingly, there are now concurrent equity and bond bubbles raging across the entire financial market structure of the world. We are in our third bubble period in less than 15 years. This new era of serial bubble-blowing signifies that we are now in new turbulent territory with which we have little historical guidance to draw on. The recent years of money printing by the world's central banks has NOT ushered in a “permanent plateau of prosperity”. And, as with all bubbles, symmetry indicates the downslope after the bursting will be steep, swift, and likely quite scary.
